I don't think anyone doubts that we are led by psychopaths.
I couldn't answer the first though. The entire western system is designed to reward the rejection of base moral values.
So even if they start all moral, they will end up as bad as the next, if not through personal choice / belief, then likely though co-ercion, and natural drift.
It's a path ... It's hard to be moral while drinking french champagne.
