 Yes, for now. It is truly infuriating how they dance around the issues, like a fraking mosquito at night ... buzzing away and sucking your blood until you look at it really hard, then suddenly it's on the other side of the room.

There is no law that says you need an e-tag for anything, they're working very hard at changing that. Denial is only stage 1.
